3. Authority to issue practice certificates

a. Minister of Health:

– People working at medical examination and treatment facilities under the Ministry of Health;

– People working at medical examination and treatment facilities belonging to other ministries, except cases b and c.

– Foreigners coming to practice medical examination and treatment in Vietnam.
