On September 4, 2025, the Ministry of Finance issued Decision No. 3100/QĐ-BTC promulgating the plan for the Economic Census 2026, aimed at collecting information on economic establishments to assess scale, workforce, business performance, and the level of digital transformation; while also serving the compilation of key indicators such as GDP and GRDP, and building statistical databases for state management and policy-making.
1. Which economic sectors are covered by the Economic Census 2026?
=> The Economic Census 2026 is conducted nationwide and applies to all surveyed entities across economic sectors, except for those classified under:
- Sector O: “Activities of the Communist Party, socio-political organizations; public administration; national defense and security; compulsory social security”
- Sector U: “Activities of extraterritorial organizations and bodies”
2. Are representative offices of foreign traders required to submit declarations?
=> According to Decision No. 3100/QĐ-BTC, representative offices of enterprises fall within the scope of surveyed entities. Therefore, representative offices of foreign traders are required to complete declarations and submit reports via the system in accordance with regulations.
3. What are the penalties for failing to submit statistical reports or submitting inaccurate reports?
=> Pursuant to Articles 4 and 7 of Decree No. 95/2016/NĐ-CP, enterprises may be subject to fines ranging from VND 20,000,000 to VND 40,000,000 for failing to submit statistical reports. Additionally, under Articles 4 and 9, enterprises may be fined from VND 10,000,000 to VND 14,000,000 for preparing statistical reports using incorrect calculation methods or incorrect data scope.
4. Are enterprises established in November 2025 required to submit statistical reports?
=> The Economic Census 2026 collects data arising in 2025. Accordingly, enterprises established in November 2025 that have not generated business activities or revenue are not required to submit declarations. Additionally, enterprises established in 2026 are also not subject to this reporting requirement.
5. What is the deadline for submitting the Economic Census 2026 report?
=> Each province/city issues its own notice or official guidance on reporting deadlines. For example, in Hanoi, enterprises are required to submit reports via the online system before April 30, 2026 (i.e., the effective deadline is April 29, 2026) in accordance with Notice No. 5531/TB-HAN-NVDTPC.
6. What should enterprises do if they receive a “no access rights” notification when logging in?
=> If the enterprise has entered the correct account credentials but the system still displays a “no access rights” notification, the enterprise should contact the provincial/municipal Statistics Office for verification and timely assistance.
7. What documents are required for online submission?
=> For the Economic Census 2026, declarations are completed via electronic forms on the online system. Enterprises are only required to provide and attach Financial Statements 2025 in accordance with regulations.
