IN 2024, FIELDS TO CONDUCT GHGs EMISSION INVENTORY?

GHGs emission inventory is mandatory for the fields with significant negative impact on the environment. Requirements on compliance with corresponding regulations contributes to environmental protection and towards the long-term goal of sustainable development in the context of climate change.

List of fields subject to GHGs emission inventory in 2024

GHGs emission inventory is an important tool in managing GHGs emissions, reducing greenhouse gas emissions and protecting the ozone layer.

Applied from October 1, 2024, in accordance with Decision 13/2024/QD-TTg, the list of fields and establishments emitting GHGs to conduct GHGs emissions inventory:

– Energy:

+ Energy production industry;

+ Energy consumption in industry, commerce, services and residential areas;

+ Coal mining;

+ Oil and natural gas exploitation.

– Transportation:

+ Energy consumption in transportation.

– Construction:

+ Energy consumption in the construction industry;

+ Industrial processes in the production of construction materials.

– Industrial processes:

+ Chemical production;

+ Metallurgy;

+ Electronic industry;

+ Use of substitutes for substances that deplete the ozone layer;

+ Production and use of other industrial products.

– Waste:

+ Solid waste landfill;

+ Handle of solid waste using biological methods;

+ Incineration and open burning of waste;

+ Wastewater treatment and discharge.

– Agriculture, forestry and land use:

+ Livestock;

+ Forestry and land use change;

+ Crop;

+ Energy consumption in agriculture, forestry and fisheries;

+ Other sources of emissions in agriculture.

Responsibility of subjects to conduct GHGs inventory

The results of the GHGs inventory are the basis for allocating quotas and developing plans to reduce greenhouse gas emissions. Accordingly, establishments emitting GHGs on the list that must conduct GHGs inventory are responsible to:

– organize the development of GHG inventory, build and maintain a database of GHG emissions and send inventory results to the Ministry of Natural Resources and Environment every 02 years for consolidation and reporting to the Prime Minister. Deadline is December 01 of the reporting period.

–  formulate and implement the annual plan to reduce GHG emissions; integrate the reduction of GHG emissions into its quality management program, cleaner production program and environmental protection program;

– prepare an annual report on reduction of GHG emissions to implement its GHG emissions reduction plan using the measurement, reporting and appraisal system, and submit it to the Ministry of Natural Resources and Environment, other Ministries, ministerial agencies and provincial People’s Committees. Deadline is December 01 of the reporting period.

Regulated entities should pay attention to compliance with requirements during the GHGs emission inventory process

Based on the essential requirement to ensure transparency and efficiency in emissions management, greenhouse gas inventories need to comply with instructions from competent authorities on methods, data standards, and submissions of self-assessment or information announcement

The above strict compliance requirements aim to ensure accurate, transparent, and reliable implementation results.

Legal basis:

  • Law on Environmental Protection 2020;
  • Decree 06/2022/ND-CP regulating greenhouse gas emission mitigation and ozone layer protection;
  • Decision 13/2024/QD-TTg on List of fields and establishments emitting GHGs that must conduct GHGs emission inventory (updated) promulgated by the Prime Minister.
