From December 01, 2023, with the effect of Circular 63/2023/TT-BTC (“Circular 63”) amending and supplementing a number of articles of Circulars regulating fees and charges to encourage use of online public services, reduce collection, payment, management and use of fees for 04 procedures and fields. For details of this reduction on fees and charges, please follow the following article.
1. Fees for processing of applications for the license to use industrial explosives
Circular 63 amends to Article 3 of the Circular No. 148/2016/TT-BTC dated October 14, 2016 of the Minister of Finance providing for the fees for processing of applications for the license to use industrial explosives and the collection, transfer and management thereof.
Accordingly:
– Applicable amount after deducted: 90% (ninety percent) of the fees prescribed in Circular no. 148/2016/TT-BTC.
– Applicable object: submitting application online.
– Applicable period: From December 01, 2023 to December 31, 2025.
2. Fees and charges in atomic energy sector
Circular 63 amends to Article 4 of the Circular No. 287/2016/TT-BTC dated November 15, 2016 of the Minister of Finance providing for fees and charges in atomic energy sector, and the collection, transfer and management thereof.
Accordingly:
– Applicable amount after deducted: 90% (ninety percent) of the fees prescribed in Circular No. 287/2016/TT-BTC.
– Applicable object: submitting application online.
– Applicable period: From December 01, 2023 to December 31, 2025.
3. Fees for extracting and using information in the National Population Database
Circular 63 amends to clause 1 Article 4 of the Circular No. 48/2022/TT-BTC dated August 03, 2022 of the Minister of Finance on fees for extracting and using information in the National Population Database, and the collection, submission, management and use thereof.
Accordingly:
– Applicable amount after deducted: 50% (fifty percent) of the fees prescribed in Circular No. 287/2016/TT-BTC.
– Applicable object: submitting application online.
– Applicable period: From December 01, 2023 to December 31, 2025.

4. Fees for driving tests; charges for issuance of driving licenses and certificates of operation of means of transport and charges for vehicle registration and issuance of license plates of special vehicles
Circular 63 amends to Article 3 of the Circular No. 37/2023/TT-BTC dated June 07, 2023 of the Minister of Finance on fees for driving tests; charges for issuance of driving licenses and certificates of operation of means of transport and charges for vehicle registration and issuance of license plates of special vehicles, rates, collection, transfer, management and use thereof.
Accordingly:
– Applicable amount after deducted: 115.000 dong/application.
– Applicable object: submitting application online.
– Applicable period: From December 01, 2023 to December 31, 2025.
