PROCEDURES FOR ISSUANCE OF THE CERTIFICATE OF INCENTIVES FOR PROJECTS MANUFACTURING SUPPORTING INDUSTRY PRODUCTS

The Certificate of Incentives is a document issued by a competent state authority to an enterprise implementing a project for the manufacture of supporting industry products on the prioritized list. This certificate serves as the legal basis for the enterprise to access incentive policies in accordance with applicable regulations. The conditions and procedures for issuance are specifically provided in Decree No. 111/2015/ND-CP (amended and supplemented by Decree No.205/2025/ND-CP).

Conditions for entitlement to incentives

• The products must be listed in Appendix I or Appendix II of Decree No. 205/2025/ND-CP.

For products listed in Appendix II, a certificate of conformity with technical standards of the European Union or an equivalent certification is required;

• The project has an appropriate technological line, machinery system and equipment for manufacturing supporting industry products;

• The project meets the conditions to commence production and operation;
• The project involves at least one small and medium-sized enterprise acting as a manufacturer and supplier of raw materials, materials or key components and spare parts for production.

Competent authorities

• Provincial-level People’s Committees of the localities where the projects are implemented: applicable to manufacturing projects of small and medium-sized enterprises (with notification to the Ministry of Industry and Trade);

• Ministry of Industry and Trade: applicable to manufacturing projects of all other enterprises.

Procedures

Step 1: Dossier Preparation

• Application Form for incentive confirmation;
• A detailed explanation of the investment project;
• A detailed description of the project’s products;
• A copy of the Investment Registration Certificate or the initial Investment Certificate and its amendments (if any);
• Copy of construction-related legal documents, including: Construction Permit and the notice of acceptance of completed construction works;
• Copy of environmental legal documents (if any), including: Decision approving the Environmental Impact Assessment or equivalent; Environmental Registration or Environmental Permit
• Copy of the Certificate of Conformity with EU standards or equivalent (for Appendix II products)
• A valid contract with at least one SME supplier for the purchase of raw materials or key components
• Supporting Documents: The most recent set of documents related to the export or sale of the supporting industry products

Step 2: Submission

The enterprise submits one original hard copy and one electronic copy of the dossier in Vietnamese. Documents in foreign languages must be translated into Vietnamese and notarized.

The dossier may be submitted directly, by post, or online via the National Public Service Portal.

Step 3: Processing and Appraisal

Within 05 working days, the authority will conduct an initial review. If the dossier is incomplete, the enterprise will be requested to provide supplements within 20 days.

Once the dossier is valid, the authority will perform a formal appraisal, which may include physical inspections or requests for further clarification.

Step 4: Issuance of Certificate

Within 30 days of receiving a valid dossier (or up to 45 days for complex cases), the competent authority shall issue the Incentive Confirmation Certificate to the enterprise.
