What information does the additional page of the red book contain?
According to current laws, the red book or Certificate (Certificate of land use rights, ownership of houses and other assets attached to land is issued by the Ministry of Natural Resources and Environment. In which, red book includes a blank certificate (one sheet has 04 pages, printed with a lotus pink bronze drum pattern) and an additional page with white background.
Additional page identifies the following information:
– Land plot number;
– Certificate issuance number;
– Number in the Certificate issuance book; and item
– Changes after issuance of Certificate.
Where to report the loss of the additional page of red book?
In case of loss of the additional page of red book, the owner must declare the loss to the Commune-level People’s Committee where the land is located and carry out procedures to request the re-issuance of the additional page of red book.
How is the process for reissuance of the additional pages of red book?
Step 1: To report the loss of the additional page of red book to the commune-level People’s Committee
The owner declares to the People’s Committee of the commune where the land is located about the loss of the additional page of red book.
The Commune-level People’s Committee, based on the request, posts a notice of loss of additional pages of the red book at the Commune-level People’s Committee headquarters. Listing time: 15 days.
In case of loss due to natural disaster or fire, it is not obligated to post a notice of loss of the additional page of red book. The Commune-level People’s Committee will issue a certificate of natural disaster or fire occurrence to serve the implementation of procedures for the requesting subjects.
Step 2: To submit application to reissue the additional page of red book
After 30 days from the date of listing the notice on loss of the additional pages of red book, the person wishing to submit 01 set of documents requesting re-issuance of additional pages of the red book to the competent state agency.
The land use rights registration office shall:
– Check the dossiers;
– Extract the cadastral map or extract the cadastral measurement of the land plot in cases where there is no cadastral map and the cadastral measurement of the land plot has not been extracted;
– Prepare documents to submit to the competent state agency to sign a decision to cancel validity of the lost additional page of red book, and at the same time sign for re-issuance;
– Correct and update changes in cadastral records and land database;
– Hand-over the additional page of red book to the applicant or send it to the commune-level People’s Committee to hand over in case of submitting documents at the commune level.

The procedure for reissuance of the additional page of red book will be processed within the prescribed time
The time for implementation of the administrative procedures will be prescribed by the Provincial People’s Committee, maximum 10 days from the date of receipt of valid documents.
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, the implementation time is increased by 10 day.
The results of administrative procedures will be returned to the owner within a maximum of 03 working days from the date of resolution.
