ISSUANCE OF TEMPORARY RESIDENCE CARD FOR FOREIGNERS

Temporary residence card is a document issued by an immigration management agency or a competent agency of the Ministry of Foreign Affairs to a foreigner who is allowed to reside in Vietnam for a definite time and is valid in lieu of a visa. Each type of temporary residence card has a different duration.

Temporary residence cards are issued to foreigners when satisfying regulated conditions with sufficient legal documents.

1. Conditions to issue temporary residence cards

Cases where temporary residence cards are issued include:

– Case 1: The foreigner is a member of a diplomatic mission, consular office, representative agency of an international organization of the United Nations, an intergovernmental organization in Vietnam and his or her spouse and children under 18 years old, the maid accompanied by term. The temporary residence card in this case has the symbol NG3.

– Case 2: Foreigners enter with visas with symbols LV1, LV2, LS, DT1, DT2, DT3, NN1, NN2, DH, PV1, LD1, LD2, TT. The temporary residence card in this case has the same symbol as the visa symbol.

2.         Competent agency

Immigration Department – Ministry of Public Security or Immigration Department of the province/city where the business has foreigners working.

3.         Implementation procedure

– Step 1: Preparing documents;

– Step 2: Submitting application for temporary residence card at competent agency.

– Step 3: The competent agency issues temporary residence card to foreigners within 05 working days from the date of submission of valid documents.

4.         Duration of temporary residence card

– The duration of the temporary residence card issued is at least 30 days shorter than the remaining validity of the passport.

– Temporary residence card with symbol DT1 is valid for not more than 10 years.

– Temporary residence cards with symbols NG3, LV1, LV2, LS, DT2 and DH are valid for no more than 5 years.

– Temporary residence cards with symbols NN1, NN2, DT3, TT are valid for no more than 03 years.

– Temporary residence cards with symbols LD1, LD2 and PV1 are valid for no more than 02 years.

– Expired temporary residence card will be considered for a new card.

5.         Dossier to apply for a temporary residence card

– A written request from the inviting entity;

– A declaration bearing a picture;

– The passport;

– Papers proving the purpose of residence.
